The Roosevelt Red Folder is designed to help faculty and staff recognize signs of student distress, respond appropriately, refer students to the right resources, and report concerns so that students receive timely support.
The Office of the Dean of Students and Student Affairs serves as Roosevelt’s central hub for student referrals, advocacy, and care coordination. When a concern is reported, a case manager in the Dean of Students Office follows up with the student to offer support, connect them to resources, and develop an appropriate plan of action.

Students experiencing a crisis or displaying odd or unusual behavior
The Family Educational Rights and Privacy Act (FERPA) permits communication about a student of concern in connection with health and safety. Observations of a student’s conduct or statements made by a student are not protected by FERPA. Submitting a report to the Dean of Students Office is an appropriate and legally permissible action.

For all other concerns, please use the Students of Concern (SOC) Report to notify the Office of the Dean of Students. Reports are reviewed promptly, and a case manager will follow up with the student to provide care and connection to resources.
