About Me

Dr. Joanne Howard has 30 years of professional and academic experience in the strategy development and evaluation space. Dr. Howard is an Adjunct Faculty member at Roosevelt University. She is also Industry Associate Professor of public administration at the Illinois Institute of Technology (IIT) Stuart School of Business where she teaches courses in public management, social capital, performance measurement, policy design, ethics, and professional responsibility. Dr. Howard’s research interests include pipeline programs for underrepresented students, public school finance, and continuous improvement for nonprofit organizations. She also serves as a research advisor to Conlon Public Strategies where she offers clients her expertise in program evaluation and strategic planning. Dr. Howard has served on national and statewide boards to advance the work of educational, nonprofit, and governmental entities.

Dr. Howard received her BA in Sociology from Hampton Institute (Virginia), her MPA from the Graduate School of Public and International Affairs at the University of Pittsburgh, and her Ph.D. from the College of Urban Planning and Public Administration at the University of Illinois at Chicago.
