Meet the Staff
Office of International Programs

Rubee Li Fuller, Director

Rubee joined the Office of International Programs on June 1, 2006. Rubee came to Roosevelt after nine years as the Coordinator of International Programs at Northeastern Illinois University (NEIU).  Prior to her tenure at NEIU, Rubee ran her own consulting company, and was instrumental in establishing one English college and one K-12 international school in China. Rubee holds two Master of Arts degrees from Indiana University, and one Master of Education degree from Northeastern Illinois University. Rubee is responsible for the overall functions of the Office of International Programs—recruitment, admission and retention of international students; acting as the chief reporting officer on immigration-related matters; and developing and expanding study abroad and exchange opportunities for RU students.

Dawn Hougland, Assistant Director

Dawn joined the Office of International Programs on August 22, 2003.
She brings with her extensive experience in international immigration advising. For the last 4 1/2 years she has served as an international student advisor at the University of Illinois in Chicago. Dawn holds a Bachelor of Arts in International Studies and French from the University of Evansville (Evansville, IN). Dawn is responsible for recruiting international students who are currently in the U.S. as well as overseas. Maria H. Mangold, International Student Advisor

Maria joined the Office of International Programs on August 27. Prior to her position at Roosevelt, Maria worked in education administration for three years, including a year of AmeriCorps service. She earned a Bachelor of Arts degree in Anthropology and Religion from Illinois Wesleyan University and a Master of Education in Higher Education Administration from Loyola University, Chicago. Maria will advise international students at Roosevelt on issues related to immigration, employment, registration, and orientation. She will also coordinate events such as International Day.
