Personal Development Benefit Policy and Procedure

Policy
Article IX – section 7 of the Agreement between Roosevelt University and OPEIU Local 391 dated October 1, 2006 to September 30, 2010 defines the benefit:

The University will underwrite $125.00 per contract year per employee for costs incurred in Human Resources approved development programs or courses not sponsored by the University. This benefit can be for non-credit courses.

Please note the following regarding the policy:

  • The contract year is each October 1 to September 30.
  • The program does not need to be specifically job-related. Self-improvement programs, such as an exercise class, public speaking or learning how to surf the Internet, for example, are available for consideration.
  • The course could be sponsored by the University, but not covered under the employee tuition benefit program, or a course not sponsored by the University.
  • The benefit is for active clerical union employees only, not dependents.

Procedure

1. The program or course must be approved by the Assistant Director of Human Resources before the eligible employee enrolls in the program or course. A written request (e-mail is acceptable) describing the course (including dates of use) requesting approval to use the personal development benefit is required for consideration. Requests submitted after enrollment will not be approved.

2. If the course is approved in writing by the Assistant Director of Human Resources, the employee should send documentation of enrollment and payment for the course. This should include the enrollment form and the original dated receipt which includes the employee’s name and date of payment.

3. Upon receipt of the supporting enrollment and payment documentation, the University will process payment to the employee of up to $125.00. A certificate of attendance may also be requested by the University.
