English Proficiency Requirements

All students who have completed their education outside of the U.S. must show proof of English proficiency. Students who do not have the required English proficiecy, may register in Roosevelt's English Language Program (ELP). Students will be tested using Roosevelt's English Language Proficiency (ELP) Exam.  Click here to see Frequently Asked Questions.

  1. If you are applying to Roosevelt from outside of the U.S., you must submit a TOEFL exam or IELTS exam to show your English proficiency.
  2. If you are applying to Roosevelt from within the U.S., you must submit a TOEFL exam, an IELTS exam or take Roosevelt's English Language Proficiency (ELP) Exam to show your English proficiency.
  3. Students who have completed a degree in the U.S. may have this requirement waived.  Please click here for a list of exemptions.

Minimum Test Scores

Students with this score do not need to take Roosevelt's English Language exam.

  • TOEFL Exam -  A minimum score of 80 (iBT) or 550 (paper based TOEFL); some departments require a minimum score of 18 or higher on the writing section of the TOEFL. Please have official scores sent directly to Roosevelt by ETS.  Roosevelt’s school code is 1666.
  • IELTS Exam  -  The minimum on the Academic IELTS test is 6.5; some departments require a minimum score of 6.0 or higher on the writing band score.  Please have official scores sent directly to Roosevelt by the British Council.

Students with this score are required to take Roosevelt's English Language exam. Once admitted, they will be required to take 1-3 semesters of English language classes before they start taking their major classes.

TOEFL/IELTS Exemptions

The TOEFL or IELTS may be waived for the following reasons.

  • The student has completed four consecutive years of secondary education (high school) in a North American high school in which English is the language of instruction.
  • The student has completed 30 or more transferrable semester hours, including the equivalent of Roosevelt’s English 101 and English 102, at an accredited U.S. college or university.
  • The student has completed a Bachelor’s degree at an accredited North American college or university in which English is the language of instruction.
  • The student has completed a Master's degree at an accredited North American college or university in which English is the language of instruction.

FREQUENTLY ASKED QUESTIONS

  • What TOEFL score do I need to be admitted to Roosevelt?
  • You must have a minimum score of at least 40 on the iBT TOEFL exam to be admitted to Roosevelt.  Based on this score you may still need to take Roosevelt's English Language Proficiency (ELP) Exam. 
    If you have 80 on the iBT TOEFL exam with at least 18 on the writing section or 6.5 on the Academic IELTS test with at least 6.0 on the writing band score you may not need to take the exam.  Some departments may have a higher minimum on the writing section.  
  • Can I take the IELTS exam instead of the TOEFL exam?
  • Yes, Roosevelt accepts the IELTS exam.  You must have a minimum score of at least 3.5 on the IELTS exam to be admitted to Roosevelt.  Based on this score you may still need to take Roosevelt's English Language Proficiency (ELP) Exam. 
    If you have 6.5 on the Academic IELTS test with at least 6.0 on the writing band score you may not need to take the exam.  Some departments may have a higher minimum on the writing section.  
  • Will I need to take the English Language Proficiency (ELP) Exam at Roosevelt?
  • If you do not have a minimum score of 80 on the iBT TOEFL exam with at least 18 on the writing section you must take the ELP exam.  Some departments may require a higher minimum score on the writing section of the TOEFL.
    If you do not have a minimum score of 6.5 on the Academic IELTS test with at least 6.0 on the writing band score you must take the ELP exam. Some departments may require a higher minimum score on the writing band of the IELTS.
     
  • Will I be admitted to my major if my TOEFL score is below 80?
  • If you score at least 40 on the TOEFL, you may be admitted to Roosevelt.  You will be admitted to Roosevelt for your major.  Your I-20 will show that you still need English and that you will take English language classes at Roosevelt.  When you arrive in Chicago, you will take Roosevelt's English Language Proficiency (ELP) Exam.  Based on the  English Language Proficiency (ELP) Exam results, you may be required to take 1-3 semesters of English language classes before you start taking classes in your major.
     
  • Will I be admitted to my major if my IELTS score is below 6.5?
  • If you score at least 3.5 on the IELTS, you may be admitted to Roosevelt.  You will be admitted to Roosevelt for your major.  Your I-20 will show that you still need English and that you will take English language classes at Roosevelt.  When you arrive in Chicago, you will take Roosevelt's English Language Proficiency (ELP) Exam.  Based on the  English Language Proficiency (ELP) Exam results, you may be required to take 1-3 semesters of English language classes before you start taking classes in your major.  
     
  • I am currently working in the U.S., do I still need to take the TOEFL?

  • I am a U.S. permanent resident, do I still need to take the TOEFL? 
  • If you did not complete your education in the U.S., you must still show that you have English proficiency.  Please click here for a list of students who do not need to take the exam.
